Just extract "Public Elfy.rar" and hit the .exe!
APK Installation Guide
Modern Android is a bit meanie with non official APKs so to install this:
-Long tap your "Google Drive" app
-Hit "App information"
-On advanced give installing apps permission.
-Upload the APK to drive
-Hit and install it!
