Shigaraki is the mirror to Midoriya - Midoriya is given formal education on how to be a hero, has to work to prove he's worthy of being a hero, has a number of friends who think like him, and is told time and time again "slow down, you're not a hero yet, give it time" Shigaraki is being placed in charge of this League of Villains, when he's clearly not ready, is told he's special and can do what he wants, is having to recruit for the league even though he has nothing really in common with the recruits and he has no real goal other than "I want to watch the world burn" So we have the new recruits for the war between One for All and All for One, with each mentor taking a different approach and each recruit being a mirror of the other.
