FYI no spoilers as most of this is from extended lore - but the phasing creature here was not a Drakh. He was one of their servant races called the Emissaries which he did mention in this episode, but it was easy to miss. The shadows had many servant races, several alone from the planet called Zafran VIII. Another one we already met were called the Streib, if you recall they abducted Sheridan and the Narn warrior and made them fight onboard their ship before the Delenn and the Minbari rescued them. The Streib originally shared a homeworld with the Drakh and the Wurt, all of whom were also servants of the shadows, until the Drakh migrated to Za'Ha'Dum to be closer to their masters. They also happen to share the same home solar system as the Vree, who are actually members of the League of non-aligned Worlds and fly those saucer ships you have already seen destroying shadow vessels. The Drakh were supposedly the most advanced of the servants of the shadow just as the Minbari were of the Vorlons and their technological level is pretty much on par with the Minbari. That's also why the traitor Minbari in this episode wanted to ally with them against the Warrior caste, as since the first ones all left, the Drakh were likely one of the few left with the technological means to directly threaten the Minbari Cruisers.
