Lowkey thinkin that Artie probably dressed up for a kids charity event (maybe taking the local orphanage out for tricker treating) and Jam wanted to sneak up and surprise Artie (maybe crash a bit and steal some food) Oooooorrr maybe she was already there because the Cakes/ Pie’s were making desserts and entertaining? Idk just thoughts
