She's alluding to an incident that occurred to Noct prior to this series--it's related to a "failure" on Noct's part, which Luna mentions back in Episode 2. She will be giving Prompto a little more insight about this in the next couple of pages.
Speaking of, the next batch of pages will drop next week--I'm still woefully behind on the page gap, and will likely be focusing on this comic almost exclusively through the end of the year. The place where she's touching him is deliberate. ^_~ East Insomnia was designed with real city-dwellers in mind--like the sort you'd see in NYC, or Atlanta's Little Five Points, or Harajuku. It's basically meant to be the opposite of the Crown City in terms of diversity and very likely politics. While I've yet to introduce West Insomnia, the West side is meant to be the antithesis--very gentrified; essentially a Crown City lite with its more classist population. I want to befriend that rad person in the background!
