Basic history is that they're the Guilty Gear version of the Grim Reaper. They have been in the series since the first game in 1998, and they were always non-binary in Japan. (They've always been referred to as x-gender, which is the Japanese name for non-binary people. But the localization of the every game they've been in, until Strive, has called them by "he/him" pronouns, because Japan has weirdly always been ahead of the US in terms of trans and non-binary representation. Lol)
