Part of the problem is the Saudis and other gulf states *do* send people abroad to learn stuff, and then those people *stay* abroad as much as possible. As Hussein mentioned, they can't seem to retain anyone because, would you believe, everyone wants to move to a country where you can *openly* drink and fuck and generally have fun with your riches
