Lucha Bros not signed by WWE yet.

This week, reports emerged that the Lucha Bros, Penta and Rey Fenix had signed with WWE on multi-year deals. While it is expected that WWE is the ultimate destination, a number of WWE sources confirmed to Fightful Select that the two aren't signed yet. One even indicated that they believe Rey Fenix is technically still under contract with AEW and that the transition to WWE won't be as smooth as expected. AEW sources have not confirmed Fenix's contract status.
Both wrestlers remain on AEW's official roster page. When we've asked AEW and WWE in an official capacity on the status of either talent, we've not gained an answer.
Regarding word that merchandising was underway, Luchablog noted on Twitter -- the "WWE is quickly making Lucha Brothers merch while AEW didn't" talking point is a little apples/oranges. Those trademarks were out there months ago too, they're getting WWE owned gimmicks and their merch. They held onto some merch rights with AEW, a wholly different setup.'
Penta had told numerous people throughout this Summer that he was expecting to go to WWE and had been in contact with the company. He'd also told those he spoke with that he and Fenix were a package deal and preferred to go directly to the WWE main roster.

AEW/PWT merch is atrocious quality and extremely hit or miss. Also the fact that AEW never capitalized on making Lucha Bros masks or Luchasaurus masks, especially for kids is a huge L

I can't see the LB s giving up their likeness to WWE. IT will likely be, as Matt said, very minor changes. Hell. Lucha Wrestling brothers might be it. Rey Mysterio Jr became Rey Mysterio.

In the days of territories, plenty of wrestlers moved on when a booker simply had no creative plans for them. New territory, new chance to succeed. And a lot of times, talent might head back after a year or so.

But by all accounts, The Brothers were always professional and even if you don't like AEW, Tony has a reputation for being a fair man. If memory serves, he had a option with Cody, but was a professional and did not tie him up. If the LBs had been jerks, maybe Tony would screw with them, but I don't see that happening. Best of luck to them. New landscape, new challenges. Not unlike Ricochet. Sometimes you don't make a change because you are angry, you just want to try something different.

WWE could of added injury time to keep Bobby around but choose not to after he turned down a new contract. There are a lot of things you can both praise & criticise Tony Khan & Triple H for but both guys to there credit don’t seem to hold talent hostage if they want to leave

Assuming TK doesn’t add injury time to Fenix which id like to think he wouldn’t be petty enough to do. I imagine we see them both turn up in WWE in October
