Richard Donner’s episode of Gilbert Gottfried’s podcast gives a lot of insight on the making of this movie. Definitely recommend listening to it—the SUPERMAN stuff starts around 13:00 into it

Re the real estate villain plot, the same idea is recycled into the truly wild Return of Captain Invincible, starring Alan Arkin as the radio-era Nazi fighting hero who returns to defeat his arch enemy Mr. Midnight (Christopher Lee). Oh, it’s also kind of a musical.
