Okay this was frustrating!! Why haven't our ML even kissed yet? Well, things better progress quickly considering it's almost over. Sexual tension between Rain and Payoo is intense!

That's why he tells him again and again to live his life like he wants to. Due to the power imbalance, it is difficult for both of them to start a relationship. What's more, Payoo's father made it very clear that what the main family doesn't like, they don't do either. Maybe that's also a reason why Payoo doesn't allow himself to get involved with Rain. The situation is difficult and frustrating for both of them.

Payu considers himself to be in a role of service to Rain and his family, and that prevents him from being on an equal footing with Rain. This is why Rain is constantly telling him to stop doing things like driving him and Kim around and instead tells him to do what he wants to do and to live his life for himself. He's not pushing him away; Rain wants Payu to stop treating him like a master, he wants Payu to be on a level equal to his. I believe he's doing it because he wants Payu to be happy, but at the same time trying to start a relationship with someone who you have power over and isn't your equal is next to impossible. You can see the frustration that it causes Rain when Payu keeps reverting to following orders and behaving like Rain and Kim's personal servant. His flirting with Payu could even be seen as an abuse of power.
