The stays(ancestors of corset) that they wore were made specifically to flatten the bosoms and to push them up. That's what gave them the classic regency silhouette. Not so fun fact: Bridgerton takes place in the early 1810's...but the term "allergy" was only coined by a pediatrician in 1906. I can only imagine how many people died of allergic reactions without understanding what was happening to them. (Edit: I wanted to post this message on the Bridgerton ep 3-4 reaction)
