This would be a solid solution, if that new repo needs to be manually enabled, and has a name that states that Debian doesn't maintain the packages anymore!

Yeah, Intel has never been one to shy away from using a few twisted numbers here and there

A good middle road for Debian to take might be simply to move all unmaintained packages to a new repo of that name. This gets them out of the main repo but still leaves them accessible to anyone who is still interested in them.
