Enhancing its wearer's strength above and beyond any normal Small Tora, any wasteland bandit must be careful when facing such a foe indeed.

Even before the bombs fell, the brightest and most brilliant of the Small Tora operatives were hard at work, developing special tomato strains for use in battle.

While in their fortified bunker, they have also begun work on new models of Small Tora Power Armor, and ways to terraform the irradiated soil above into a tomato paradise.

These Small Tora were handpicked at an early age to be agents of the shadowy government cabal known as the Enclave, instilling in them a great measure of American pride.

With a combination of strong military tactics and cutting-edge pre-War weaponry, they were poised to be the rulers of the wasteland... until the destruction of the oil rig.
