It makes the engine prefer to load files from the Windows file system rather than PAK files. This means PAK modifcation is not necessary and you can potentially install and uninstall mods while the game is running.

When playing Neo mode in Arkanoid, there's a bug where the trail behind the ball will keep flickering, which makes it hard to focus on it. As a workaround for the bug I made this mod that removes the trail altogether. Not the ideal solution, but it makes it much more playable as the distracting flicker is gone.

I suggest making sure no mods are installed when you download the patch to avoid any potential headache of game files ended up in a corrupted state.
If you download the patch while you have mods installed, you'll likely need to re-verify file integrity in Steam after uninstalling your mods.
