First off, you will need to download the plugin you want to use, and its appropriate server version. As of this post's writing, most plugins run on Paper 1.16.1.
Therefore, you should find the post tagged with "server" which contains the word "1.16.1", download the serve...

This is the server jar you will need to use in order for most of the plugins to work (all the plugins whose compatible version is 1.16.1 paper).
