I think captain jhon treasure map is the one buggy got before eating devil fruit and fell during his fight with shanks. We also see captain John corpse revived by moria as one of general zombies. So he was searching for this treasure all his life.

It's essentially that he can't make his feet fly around with the rest of him, so they're normally staying on the ground unless someone carries them. And the range seems to be centered on his feet, so if he was suddenly falling from the sky he wouldn't be able to just float because his feet would be falling too. I assume this means he can't also just carry his own feet to just fully fly around.
