Where the Italian Navy is concerned, I think that we also have to remember that they were predominantly fighting the British. The RN was not perfect. But it was FAR more ably led from the very top down. That very often put their fighting units in much better position to achieve their goals, which often resulted in losses and/or damage to the Regia Marina that further reduced their fighting effectiveness.
