I am of the opinion that it isn't unreasonable for the Ogres to think Rimuru had something to do with the Orcs invading their village. I mean think about it, they live in the Jura forest so pretty much nothing major has happened for hundreds of years because of Veldora's protection. Then suddenly the orcs attack and they are aided by a powerful masked majin, then while fleeing the Ogres run into ANOTHER powerful masked majin in the Jura forest. The Ogres aren't saying Rimuru's mask looks the same as the clown mask, it is just very suspicious that several powerful majin who wear masks show up in the forest at the same time. It is reasonable to think that all majin wearing masks are working together.
