Now you can understand why that titan never became an intelligent titan with Eren's power because he didn't ingest the spinal fluid he only bit off an arm and leg and then ate him whole. It's crazy to think if he had just bit his head off or chewed him up a bit he would've became human again on the spot in the middle of all that chaos
