I suppose Makoto was only able to manifest within Vegito’s mind because he too is a blood demon that caught Vegito when there was another’s blood within him. But at the same time, he needs to absorb Makoto to truly be at 100% from what it looks like.

Think of it as the time vegito gave babidi his energy to make the strongest buu. That buu fought on par with vegito before getting beaten and absorbed to make vegito even stronger. ARJ wouldn’t make a dumb mistake like making makoto the same level of power when he fought goku.
