Oda isn't just a writer, he's a creative illustrator, and it often ties together. Celestial Dragons are ugly for this reason, they're symbolized as morally corrupt. Also, Oda has nothing to do with the stretched pacing and fluff, that's on Toei. Please keep that in mind.
