i think it's deeper than that. college wasn't what it is now. and racism was a lot more apparent. if college was so easy, his mother wouldn't be slobbing up to someone white landlord like Louie said. She would have had her own degree. Working NOT as some tenant. She was in denial at the fact that she was struggling. And as Franklin said in previous episodes, he would never fit in or be able to make it. Reagan also made it to where College was no longer free. And that was to keep out what they called "the irregulars". IE, black people. So putting all this money into something that don't even want you there and is wanting you to fail is practically why he dropped out in the first place. She barely made enough as it is let alone paying for his college too. I'm not tryna justify his actions, just trying to give clarity as to why he would do such a thing. He acted out of desperation, as many people do when they resort to a life of unethical decisions like this.

Franklin might be an intelligent individual but if I had to name his one flaw it's that he puts his people over everything. Its like a double-edged sword cause on the one hand it shows how much he cares and trusts his people but on the other hand it can sometimes get in the way of business when his people don't know how to conduct themselves in certain situations. Hiring those two kids that barely looks like they know what they're doing was definitely something that Franklin overlooked cause he has to be more selective with who to involve in his business.

The cia was selling drugs and guns to communities in america (mostly black) to fund a secret operation of overthrowing a Nicaraguan government to replace the one that opposed them with a government that they could control. So the show is based off of real events but they fictionalized the characters. Interesting thing to take note of is teddy's will to run this operation knowing full well what the goal is and its consequences.
