They were planning for the Rumbling but they wanted to be in charge which is why they have kept a leash on Zeke. They view Eren as a tool, not a person so the thought of following his lead never occurred to them and of course now that he's made his play they wanted to get one of their recruits to eat him. He's disposable to them like the Warriors are in Marley. I can see why he's tight lipped.
