Looking to buy a camera!

I am planning on investing in a proper camera, and I was wondering if you had any suggestions. I know at least a few of you enjoy photography as a hobby.
Looking to spend between $400-700 CAD (that's $320-560 USD or 250-450 EUR).
Adam suggested the Canon Rebel. I don't know much about the lens this link comes with, but the description sounds relevant (blurring background effect, etc.). What do you all think?

EDIT: I totally forgot to mention that I am looking for one with a screen that flips into "selfie mode" - I can't figure out how to tell from the product info...
