The contradiction of the title alone has me intrigued. Add the imagery of Victorian Era London, now I’m very curious. This anime has been on my radar. But I think Mephistopheles’s comment has convinced me to watch this.

Yes, he is "that" Moriarty. In fact, the anime is a psychological, mystery story full of intrigues and investigations. The main difference from our usual image of him is that, instead of Moriarty being the bad villain antagonist of Sherlock Holmes, this story portrays him as an anti-hero protagonist.
You also got the dark gothic vibe right, which makes it beautiful to watch (and, in the case of the manga, to read).
