Brent Spiner's acting is definitely amazing here playing 3 characters at once. However, there is one other show that I'm aware of - much more recent then TNG, where an actor - in fact the lead actor - pulled off the same feat, and even went beyond what Spiner did in this episode. That show is Orphan Black (2013-2017). Tatiana Maslany was the lead on this show. I highly doubt you'll ever check this show out, but on the off-chance either of you do, all I'll say is that what she did on that show was incredible. Dare I say, even better than Brent Spiner.

I think you are half right about why the side story of the young brothers was included. Some of it is to act as a limitation on our character's options available to them. It also adds a ticking clock to solve their trouble with Data. But it also works as a bookend to the episode to compliment the Data-centric story about Data and Lore's relationship. AND it also works well as a fake out to the reveal of the episode title. When I first saw "Brothers" on screen after the intro sequence, I assumed the episode would be about the two young kids, and it made the reveal of Lore really impactful; on top of the surprise it was also immediately followed by the realization of the meaning behind episode title: "Oh... 'Brothers.' Gotcha! THIS is what the episode is about: Data-Lore!" I think this is a perfect example of amazing writing, when you are able to take a single element and get so much use out of it. It's the sort thing I will always be happy to see more of.
