Early Access: Plugin Preset System

Goals
Provide better a system for plugin presets. VaM's native plugin presets have a couple of issues. For one, adding plugins by merge loading a preset does not preserve plugin ids, likely breaking references and thereby scene functionality. Presets also contain hard references to atom names like Person#2, which limits scene support if they don't match.
Implemented Features
Save and Load plugins on any atom as well as scene and session plugins
Add plugins directly from saved presets
Roadmap
Add support for composite plugins (cslists that contain multiple plugins like e.g. ShakeIt/FlexIt/WorkOut or BodyLanguage)
Support adding multiple plugins at once. (presets that contain a set of plugins)
Implement soft references to scene atoms and between plugins
