What happened to Ray Pember is him putting down the names of the FBI agents was him technically killing the agents because Light wrote it on the actual Death Note. Around ep 20 you will get the new op & ed. Please watch it in English it's so much better when the dramatic scenes come up.

It's like the girl you kept seeing in the first opening: you knew she was going to be in the show but it didn't give anything else away. I prefer the first opening but I do love the second one, too.
