It's versatile, because it can move in any direction, but only by one square at a time. This means it needs a ton of support, since it can't always protect itself or see the best path, due to its limited range. Meanwhile the Hokage is supposed to have the most power in the village. They don't need protecting, they do the protecting, which sounds more like the Queen to me. Because it's so strong, the Queen is frequently used to protect the King, and unfortunately, is often one of the pieces to go down when the enemy has a really good strategy. We saw that with the Third.
