There's next to no oversight and the poor, minorities, and out-of-towners are targeted for this because they're less likely to fight back. You have to prove your assets (not you) are innocent because they are presumed guilty. Some states like Illinois is pushing back and limiting it, but the police are resisting because it means less funding for them. It's easier than tickets and more profitable for them. Texas cops have been know to stop people with Colorado plates on some phony drug suspicion, including taking money out of a bank truck from legal weed sales.
