I believe he was offered some kind of deal (maybe they promised they’d bring his wife back), because his mourning scene for George felt laced with guilt not just grief. But it’s so hard to predict something’s in the show.

Feels like the bookburning was his own free will and why would they use an alcoholic, must be a better option for anyone trying to stop Tic. After the trip seems most likely for anyone to talk to Montrose but it could not have been much more than a day since they came back.
