I believe she made a "executive decision" when she aimed for the reverend. She probably believed people would be more effected if one of them got killed rather than a superhero.

Lyn's maiden name is stewert, in the comics she's the sister of green lantern John Stewart. Green lanterns could exist on BL's earth. Jefferson called her Lyn Stewart so it's confirmed that's her maiden name on the show

They meant to have the preacher and Kaliyo get shot. The point was to quell rebellion and make people think twice about stepping up because Kaliyo getting shot would seem more like collateral damage of people stepping up, causing people to back up as opposed to just shooting the preacher or shooting Black Lightning and his suit possibly stopping the bullet.

Probably not because Lady Eve wanted the priest out of the way because he was trying to get people to stand up against the 100. Also the Outsiders were a group of young superheroes put together by batman. Black Lightning was a member.

Maybe the "girl with death in her eyes" can curve bullets in mid air? Otherwise Jen's boyfriend might have a magnetic spine cause there's no way that bullet went through the pastors upper chest/shoulder area, then out the back of him through the boyfriends stomach area and hit his spine.

Totally, part of me wants that when they actually name her, they give her a badass name like "Lady Deadeye" or something. On the other hand it would be really funny is she is just named "Susan".

I have the theory that the Woman "with Death in her Eyes" is related to Gambi (daughter/granddaughter) and that's why Gambi deleted the recording; he is protecting her. If she missed on purpose it could be because she also didn't wanted to kill Jefferson because of Gambi. Although I admit that I may be seeing too much into it.

Maybe she knows Tobias probably wants to do it himself. Like she did it for Tobias, similar to how Gambi deleted the footage for Jefferson.

The camera was focusing on the reverend as if to imply she was aiming for him. She doesn’t strike me as a sniper who could miss but Black Lightning’s powers could have deflected, or “curved”, the bullet.

Doesn't Black Lightning's suit deflect bullets? Or at least in episode 1 when he got shot it looked like the suit can absorb bullets at point blank range or he can shield himself with his arm. So my guess is Death Eyed girl was aiming for BL but the bullets went through the reverend and hit Khalil instead

Maybe she knew that Black Lightning wouldnt be that easy to kill. I mean, on one had its not like she knows he has armour on, but on the other hand, itd have been alot easier to shoot the priest who was leading the march and luckily it hit another civilian (aka jennifer's boyfriend) to cause more panic and fear.

He clearly told her to aim at “that electrified freak”. If she purposely disobeyed him then we didn’t get his reaction. My guess is that it was the electromagnetic field of his suit that may have caused the bullet to just miss him... or something. I really hope they don’t expect us to believe she just missed.

I believe it has to do with Black Lightning's aura. Jennifer in episode 2 said that when you try to look at him, it hurts and it's hard to see. It could also be that Jefferson always while on duty has an electromagnetic field around him so that nobody gets the jump on him. It's kind of strange for Tobias to specifically tell Death-Eyes to kill BL and then she shoots the pastor and Jennifer's boyfriend. But that just might be me🤔🤔🤔

It's a possibility that when he said kill him, he meant kill what he represents. Because if they had killed him, they would have made him a martyr, just like they were trying to avoid with killing the preacher. I could be wrong though.
