It was commissioned by Harren the Black, King of the Iron Islands, who had taken the Riverlands from the Storm Lords. He basically forced the Riverlanders to work on the building, pretty much like slaves. It was actually a brand new castle when Aegon and his sisters arrived on the mainland to start their conquest. It's said that when Aegon landed, the last stones of Harrenhal had just been laid.
