Remember @28:05 before the demons came he told him “people at Sodo will take care of things for me.” The people who came to collect his co-workers body were Sodo. There’s The New Truth, Arrowhead, and Sodo. Min Hye-Jin (the lawyer) as you saw she’s a part of Sodo, most likely the leader. Sodo is a secret organization that protects people who received a "demonstration" decree, from the supernatural entity. Sodo aims to provide shelter and privacy to those condemned.
