The impressively scary thing here is - unlike other villains, they are not going "that's impossible, it must have been some other factor working in her favor". Instead, they are going "investigate it to see if she's a risk, and keep track of her so that we know where she is" (probably), which - albeit an underreaction - is about the best they can do, and *not treating her lightly or dismissing the frankly outlandish claims of Herald of Rain*.
