Light saying Kira “would never punish those who didn’t have the intent to kill” could totally be a reflection of Light’s own bias, which makes sense since he still subconsciously agrees with Kira’s ideals. Without his memories, he naturally assumes Kira’s kills are focused on people who are a true danger to society, because that’s how he would operate. For months, Kira mostly did just that—only killing serious criminals, targeting with intention, no accidents. Then, with cases like the purse snatcher, Light could easily rationalize that Kira knew something deeper about them that wasn’t public, like maybe they were killers too, even if only Kira could “know” that. Light sees Kira’s methods as careful and informed, so he might overlook those cases or justify them as rare exceptions. This way, Light keeps seeing Kira as someone with “righteous” intent who’s punishing those who actually deserve it. He respects this because he is Kira, after all. So, with Kira consistently taking out actual criminals, Light sees it as proof Kira’s system is fair—where the “innocents” killed are outweighed by the truly guilty. Basically, Kira was consistently killing only killers that innocent light also agrees should be killed for months that number is huge and comparing it to the number of petty criminals killed would be negligible due to uncertainty and the fact that light probably was experiencing psychological bias cause he actually believes in the actions of kira. I looked up a time table (you shouldnt do that for spoilers), bascially lights picked up the notebook November 28, 2003, this episode takes place on October 25, 2004 (nice coincidence lol) thats a solid year of non-stop kira killings (minues the imprisonment time which was like a month) that are 90% if not more people deserving of it, murderers who had the intention to kill (assume the actual kira did his due-diligence) this just strengthens Light’s belief that Kira’s justice was fair, making any rare petty kills negligible in Light’s mind

In that scene Light was saying if I was kira I wouldn't kill those people, it sort of shows that he is against it even though it did happen and if it was to happen he wouldn't give an F because of the "greater good" but we need to look from uncorrupted lights eyes.
