2022-08-22 03:43:13 +0000 UTCA week and a half late, but my take on Scotus, is every session of Congress gets one new justice, and the oldest serving retires. If one dies, their seat stays vacant until that position rolls back around. Not sure if 16 years is too long still, but a lifetime is definitely too long. If you expand the court to 13, then one a year I guess with the last one dropping off.
