After Bill "accidently" scratched his hand in drama club later on they are alone and Bill tells Louis while he was at the black market found out about his secret. So Louis did the most rational thing and held Bill on the floor with a gun to his head. There are a lot of people that think that scene should've made it into the anime but others think it would've spoiled him showing up with a gun in this episode.
