They are legendary alt. versions, so they can be rolled through the ticket system as a legendary skin. For earlier animated skins, you needed the base skin unlocked, but as this one is a Halloween one, it can be rolled directly without the base skin. It will also be the only legendary skin for Eksu, so any legendary roll will have a 50% chance of being it if you use avatar tokens to target her.
