Good morning Dave! We had to start doing this because many people were signing up to obtain access and then deleting right before patron would process their pledge. It causes so much work for us on our end so doing it this way helps us keep track and make things easier for everyone. I'm not saying that this is the case here, it's just what we do across the board no matter what...I hope you understand.
