Zalran Mines Feasibility Study – Ordered by Octavian the 3rd, King of Kavidan and the West

Location – Two wheels north of Zalran, 297 wheels east of Kavidan
Report Status – Completed 628 D.C.
History – The establishment of the mines is unknown, and was the result of either dwarven work or another race. Earliest recorded human activity was the Kavidan operation in 462 D.C.
The mines achieved notability for its abundance of deep blue gemstones ranging from BB to AAA quality. The mines were operated by Kavidan between 462 and 491 D.C., after which they were ceded to Trellion as part of the “Black Truce.” Trellion operated the mines until 587 D.C. when operations were ceased as a result of the Hundred Years War and King Sirus’ assault on the Zalran Bridge.
Mine productivity remained steadily lucrative throughout its operation, with profits spiking during Trellion operation using indentured servitude. Access to Trellion records is limited, but the meager information available suggested that the capital was receiving gem shipments 1-2 times per month and gem profits funded the kingdom’s naval expansion during this time.
Local Surroundings – A small village was established shortly after mining began in 462 D.C., aptly named Zalran village. Scouting reports indicate that the village still stands, but the population has dwindled to a mere handful of residents. Even so, the village provides opportunity for restarting mining operations at significant cost reduction. Reports suggest that the current Mayor, Willem Dresden, is sympathetic to Kavidan and may even have Kavidan blood ties.
Additional Findings – Scouts found the mining base of operations to be in workable condition, but the mines themselves were infested. A brief incursion down to the 2nd level indicated monsters ranging from rats, bats to rock golems. Scouts believed even more dangerous threats may exist further in. Local informants indicated that there may be ancient ruins hidden somewhere in the mines, but scouts were unable to find any evidence of such. I found no historical evidence to suggest such ruins in my perusal of the royal library.
Final Recommendation – The study team concludes that restarting the mines would be both feasible and profitable. Our recommended strategy would be to enlist the local mayor’s cooperation and convince the local populace to shoulder the brunt of the burden in clearing the upper levels of the mines. Royal expenditures would include repairing the Zalran Bridge, minor repairs to the mining base of operation, building additional mining carts, and rounding up convicted criminals from the local jail for labor. The team believes a contingent of 8 soldiers would be sufficient to oversee the rebuilding effort, assuming local support was acquired.
