I agree it's C. Which is the better "Deny" answer for our second choice law firms? I like A better than B, but I have no idea what being a place of public accomodation means legally. If the bar had served him, I suppose the answer would be A or B, but even that seems strange. Bars frequently allow customers to walk out intoxicated without saying a thing.

C. The tavern can, and should refuse service to someone already intoxicated. While it's good policy if they were to pay for a cab for them, they're under no obligation to do so. On the other hand, if they DID serve him and then kicked him out, the bar would be liable.
