I say B this sounds similar to the case with the racist club and liquor license. That although the state did control the liquor license it couldn’t stop them from not allowing people in to their club.

2021-05-03 02:06:44 +0000 UTCBased on what I have learned by listening to OA, this restricts a core right and the language of B suggests strict scrutiny being applied, which i think is the best answer. For the state to prevail they would need to show that they had a compelling reason (like a material % of assaults were related to barbershop political arguments), and they they used the least restrictive means (which seems like a stretch here)
