The order in which the eye travels around the page ( in Western comic ) is always from left to right and from top to bottom. 

In fact, "left to right" ---> applies to every panel. It's what's on the left that will draw the reader's attention first. 

 While it seems obvious, it's actually easy to make mistakes!

From my experience, if the reader is confused with panel, page or text layout, they are almost always right. The best thing to do then is to let the artist know about the issue and leave it at that. Artist can then go through all the layout decisions he or she has made about the page and panels and figure out the mistake if they are aware the layout is not clear.

I've read enough fan comics--i.e. comics displaying a wide range of competence--that I've thought a lot about panel composition for clear and correct flow even though I've never drawn a comic in my life. I'm not so sure people listen to me though when I try to give them advice if I think they need it.

That's why sometimes comic add arrows for clarity. While it's not the most subtle tool, it gets the work done.

For me it's always confusing when people translate manga to English...but don't flip the page, so it's still right-to-left...

Oh gosh those kind of complex comics are frustrating sometimes. Especially manga, since the order is different. Sometimes I'll see a spoiler and realize I skipped one or more panels because of it's complexity.
