He’s probably an extremely intelligent animal, I just doubt he’s constructing anything resembling a language as much as just recognizing rudimentary patterns of input->response. His handler is doing a lot of work of “interpreting” what he is trying to say. Still love the guy, would reccomend reading his Wikipedia page for some much interesting trivia
