I looked it up. Apparently, Europe uses PAL/25fps instead of NTSC/24fps for cable. So HBOMax uses the cable versions of these shows which causes them to be sped up by 4% compared to their original versions. HBOMax is a streaming service so they don't have to do this but they haven't fixed it yet. There are reddit posts about this.
