I don't really know the process or if Meteor City operates like that. It could be selling people or it could be simple as Mafia scouting out and offering jobs to residents. I think there's also may be a line between coercion and charisma that may be blurred here when it comes to the 31. For example, the owner of Sun and Moon saw no great difference between puppets and humans, the same as Chrollo does. However, Chrollo genuinely cares for his people, so is that true for the owner of Sun and Moon? I don't know ¯\_(ツ)_/¯

I've only read the manga after the anime ends but don't the leaders of MC sells orphans to the Mafia and the Zoldycks and I assume other evil organizations? It seems more realistic or at least possible to me that the leaders of MC forced 31 people to do this. More of a warning than righting wrongs.

Damn I remember a long time ago I really disliked hisoka but now I’m starting to really appreciate his character for what he is. He’s gross yes but that’s not his entire identity, he’s complex very interesting and he makes the show fun. Truly a unique villain.

A story about Meteor City from the manga that would have been in this episode. 10 years before this, a bum with no ID was arrested for murder. They didn't find a trace of him ever existing. Each of them approached their intended target, offered them a handshake while smiling, and then blew themselves up, at different locations at exactly the same time. The reason is due to the fact that one of their own was unfairly condemned, so 31 of them gave up their lives to take down another 31 in the name of revenge.
