regarding the electronic sign tampering, a lot of signs like that have a small local-only wifi bubble around them for maintenance/system updates. if the department responsible for them uses weak/guessable passwords--or doesn't change the factory defaults which one can usually find online--it's usually very easy for a vandal to alter the light configuration. Not that i'd ever advocate for such a thing 👀

The pod mascot should 100% be a snapping turtle. they're common in almost the entire united states in one form or another, misunderstood, just want to vibe in peace and sun on a rock, tough af, visually intimidating but not prone to unprovoked aggression. and there's a *lot* more of them than you think there are, and they all appreciate the virtue of a generational project, what with how long it takes em to get places. in a similar vein to that last one i think snapping turtles were/are also a pretty common feature in political comics, so you've already got pretext to work with. and you can have the pod snapping turtle fuck up weakass turtle mitch in an act of rightous and poetic reappropriation. you could even have some like cool grafitti on the shell...i can see it clear as day in my mind palace. exquisite.
