Rather, it would be more in the line of authority. Anymore would be spoiler, as well confusing, so hold on for a few chapters to get what I mean

Keep in mind that Percy KNOWS he is powerful and can solve almost any problem with his own strength. He cannot understand the Stark's methods because they are pragmatic and understand they simply can't wipe all their foes with a wave of their hands. His idea of making sure his children are powerful enough to fight back against such adversities speaks of his naivete as there will come a time when one must do what is necessary for the sake of his loved ones.

Their management comes under the purview of the Starks, and while Sansa can play politics and sow seeds of loyalty in the populace early on, like she did with the Hornwood woodsmen, if Robb decides otherwise, then that's it. I remember Percy having a centaur kind of sigil with a Trident but if they are going to take the Stark name will they get a direwolf sigil as well? Will they build a fleet?
