Look at Hisoka, he is clearly skilled and is an applicant next to gon who has no skill. But part of passing the exam is proving that you are strong in some way, look at the tests so far

Can’t expand beyond that because it’s spoilers, but you’ll get a better sense of why the Hunter Association sets up things this way and how some characters feel about it.

The breadth of knowledge and scope of work best lines up with what hunters do and what society expects of them. So for better or worse the Hunter Association has a very diverse membership. In this world, you plausibly could see the most unknown people to major public figures like a Serena Williams, Greta Thunberg, Anthony Bourdain, Malala Yousafzai, having attempted to or successfully obtained a licence, but also Elon Musk, Andrew Tate, Henry Kissinger, Ghislaine Maxwell, Kris Jenner.
